Also does the parent who wants to put the child up for adoption still have to pay child support?

Can not be done both parents either biological and or legal have to agree to placing a child for adoption.
As far as the one who wants to place the child for adoption he or she can find out if they can give up their rights to the child. Depending on the state they may or may not be able too.
