How To Get Adoption Record From Military Bureaucracy?

A friend of mine was born in Germany then adopted by a U.S. soldier who married his German mother. He has lived in the United States continuously since infancy. He needs to get a copy of his adoption record to prove he is a U.S. citizen, so he can renew his driver’s license. When he tries to contact the military, they give him the runaround and tell him his adoption record is “somewhere on microfiche”.
Who should he contact in order to get this information so he can prove his status as a citizen, get his license, and not run the risk of getting deported?

    Why on earth would he ask the military for his adoption record. They wouldn’t have it. The German courts would have that information. He needs to know in which city he was adopted and request a copy of the adoption record from them. The Germany embassy would be a good starting place for information about who to talk to.
    His parents should also have the adoption record.

    We are not in the business of processing adoptions.
    One of the other posters referred to German civil court and that is correct, assuming he was adopted in Germany.
    His mother should know where he was adopted. If she’s not available, another family member.

    Adoption records such as this would have to be recorded in German civil court records.
    While there may be copies of the documents in US military records, the originals would have been issued by some German government agency.

    If they keep giving the runaround, hire an attorney and then request those records, and threaten suit if they don’t.
