Until you're ready it's best to wait. My husband had a 1 year old (bio) child and 2 months after deciding to adopt my son was born and it our homes. The wait depends on ehat the mother is looking for her child.
If you are ready I would go ahead and apply anyway. Appeal to the agency and show them why you would made a good adoptive parent. They'll want you to be in a stable relationship (in most cases) and they'll want you to have assets and the means to pay for the adoption.
Younger people usually lack the financial stability and the history for longstanding relationships
If by chance you find a mother on your own, you can hire an attorney and just have the agency do the home study. The court will decide if you're too young (immature) to parent the child.
Good luck and bless you for considering adoption at your age.

Contact an adoption attorney. There is no law the precludes you from applying. However, are you financially able to complete the adoption and raise a child? That is one of the reasons why they generally suggest that older people adopt.

This agency has a great reputation & here are the programs that you could adopt using:http://www.childrenshopeint.org/russiaov…http://www.childrenshopeint.org/vietnam.…
Another agency I trust:http://www.lifelineadoption.org/template…
And the last one that springs to mind:http://www.commonwealthadoption.org/adop…http://www.commonwealthadoption.org/adop…http://www.commonwealthadoption.org/adop…http://www.commonwealthadoption.org/adop…
So this should get you started anyway.
Now...in the meantime go to http://www.tapestrybooks.com and do as much reading in advance as you can. Get involved in an adoption support group (especially a multi-cultural one if you adopt internationally).
